So, I'd like to understand how winners actually get picked
It actually states in the rules that "The same member cannot get picked more than once every two months."
The Weekly feature has been running since February 2010 so more than 2 years ago. Some members could have been picked way more than 4 times by now.
The weekly is not a rotation type of feature where every single member get to be featured once. The avatars are actually picked based on various criteria, and are featured on the front page to showcase what the site has to offer.
